DOWNLOAD EBOOKReformers have promoted mixed-member electoral systems as the “best of both worlds.” In this volume, internationally recognized political scientists evaluate the ways in which the introduction of a mixed-member electoral system affects the configuration of political parties. The contributors examine several political phenomena, including cabinet post allocation, nominations, preelectoral coalitions, split-ticket voting, and the size of party systems and faction systems. Significantly, they also consider various ways in which the constitutional system—especially whether the head of government is elected directly or indirectly—can modify the incentives created by the electoral system. The findings presented here demonstrate that the success of electoral reform depends not only on the specification of new electoral rules per se but also on the political context—and especially the constitutional framework—within which such rules are embedded.

DOWNLOAD EBOOKTerrorism: Documents of International and Local Control is a hardbound series that provides primary-source documents on the worldwide counter-terrorism effort. Chief among the documents collected are transcripts of Congressional testimony, reports by such federal government bodies as the Congressional Research Service and the Government Accountability Office, and case law covering issues related to terrorism. Most volumes carry a single theme, and inside each volume the documents appear within topic-based categories. The series also includes a subject index and other indices that guide the user through this complex area of the law. Europe's Approach to Terrorism introduces Terrorism researchers to the realm of European Union security law. With an ever-expanding immigrant population and a rising Islamic presence within Europe, the EU's quickly developing security law demands the kind of topically organized document collection that Europe's Approach to Terrorism constitutes. A key feature of this volume is the section devoted to case law from the European Court of Justice, which has addressed the delicate legal issue of defining and categorizing philanthropic organizations as terrorist-supporting groups. This volume also features the text of European Parliament measures that regulate the flow of money to terrorist groups. Given the prominence of these questions in non-European countries as well, this volume will serve as a unique research tool for scholars and policymakers around the world.

DOWNLOAD EBOOKThis book offers unique insight into the public and private governance of international shipping from the 1970s through to the 2010s. Focusing on the part played by maritime classification societies, it highlights the role played by the European Union during this time and its influence in creating transnational maritime regulations. The emergence of the Treaty of Rome and the European Parliament in enabling market liberalisation within the shipping industry on the one hand and more stringent maritime safety regulation on the other is examined, alongside the common transport policy and enforcement of international maritime rules. Particularly attention is given to the growth of the European Union’s maritime presence, the establishment of the European Maritime Safety Agency, developments in flag state implementation, and relations between the International Maritime Organization and the European Union. This book presents a detailed guide to the European Union’s role as a maritime safety regulator and the impact this has had on the shipping industry and its governance structure. It will be relevant to researchers and policymakers interested in maritime and transport economics as well as to students of European affairs and of international relations.
