The threat of terror, which flares in Africa and Indonesia, has given the problem of failed states an unprecedented immediacy and importance. In the past, failure had a primarily humanitarian dimension, with fewer implications for peace and security. Now nation-states that fail, or may do so, pose dangers to themselves, to their neighbors, and to people around the globe: preventing their failure, and reviving those that do fail, has become a strategic as well as a moral imperative. State collapse is one of the major threats to peace, stability, and economic development in sub-Saharan Africa today. In a collapsed state the regime finally wears out its ability to satisfy the demands of the various groups in society; it fails to govern or to keep the state together. The collapse is marked by the loss of control over political and economic space. A collapsed state can no longer perform its basic security and development functions and has no effective control over its territory and borders. Efforts to avoid drawing other nations into a wider conflict created by the collapse of a state—and creating favorable conditions for reconciliation and reconstruction of a failed state after it has collapsed—present major challenges. In April, 2008 the Cornell Institute for African Development called a symposium on ‘Failed and Failing States in Africa: Lessons from Darfur and Beyond’ to address these critical issues. Key contributions to the symposium are brought together in this volume. Taken together these essays represent a significant discussion on the challenges presented by the presence of failing states within Africa.
An analysis of the welfare state from a political economy perspective that examines the effects of aging populations, migration, and globalization on industrialized economies. In The Decline of the Welfare State, Assaf Razin and Efraim Sadka use a political economy framework to analyze the effects of aging populations, migration, and globalization on the deteriorating system of financing welfare state benefits as we know them. Their timely analysis, supported by a unified theoretical framework and empirical findings, demonstrates how the combined forces of demographic change and globalization will make it impossible for the welfare state to maintain itself on its present scale. In much of the developed world, the proportion of the population aged 60 and over is expected to rise dramatically over the coming years—from 35 percent in 2000 to a projected 66 percent in 2050 in the European Union and from 27 percent to 47 percent in the United States—which may necessitate higher tax burdens and greater public debt to maintain national pension systems at current levels. Low-skill migration produces additional strains on welfare-state financing because such migrants typically receive benefits that exceed what they pay in taxes. Higher capital taxation, which could potentially be used to finance welfare benefits, is made unlikely by international tax competition brought about by globalization of the capital market. Applying a political economy model and drawing on empirical data from the EU and the United States, the authors draw an unconventional and provocative conclusion from these developments. They argue that the political pressure from both aging and migrant populations indirectly generates political processes that favor trimming rather than expanding the welfare state. The combined pressures of aging, migration, and globalization will shift the balance of political power and generate public support from the majority of the voting population for cutting back traditional welfare state benefits.
With the ever-increasing interdependence across individuals, groups, international organizations, and nation-states an increasingly significant policy concern in the contemporary turbulent world of globalization is the question of state failure. There has been a growing academic interest in the determinants of state failure and an acute awareness across the international community of the need for dealing with issues of instability in states. The contributors to this volume represent the most recent cutting edge approaches to state failure—looking at both conditions of conflict and economic development, dealing with the conceptualization, causes, and consequences of state failure, as well as policy-oriented analyses as to how state failure can be contained, reversed, or prevented. In order to deal fully with the phenomenon of state failure, investigators must be involved in a number of boundary-crossing activities. The contributors to this volume have addressed failed states through: multiple levels of analysis, assessing domestic and cross-border phenomena, internal and external conflict, domestic and international political economy; multiple disciplines and interdisciplinary approaches representing political science, sociology, and economics; various methodological approaches, including large-N empirical analyses, case studies, and simulations; and through both basic and applied research, drawing on the work of academics, IGOs, NGOs, and national governments. The rise and fall of the Cold War coincided with the universalization and consolidation of the modern nation-state as the key unit of the wider international system. A key characteristic of the post-Cold War era, in which the US has emerged as the sole superpower, is the growing number of collapsing or collapsed states. A growing number of states are, or have become, mired in conflict or civil war, the antecedents of which are often to be found in the late-colonial and Cold War era. At the same time, US foreign policy (and the actions of other organizations such as the United Nations) may well be compounding state failure in the context of the post-9/11 Global War on Terror (GWOT) or what is also increasingly referred to as the ‘Long War’. The Long War is often represented as a ‘new’ era in warfare and geopolitics. This book acknowledges that the Long War is new in important respects, but it also emphasizes that the Long War bears many similarities to the Cold War. A key similarity is the way in which insurgency and counterinsurgency were and continue to be seen primarily in the context of inter-state rivalry in which the critical local or regional dynamics of revolution and counter-revolution are marginalized or neglected. In this context American policy-makers and their allies have again erroneously applied a ‘grand strategy’ that suits the imperatives of conventional military and geo-political thinking rather than engaging with what are a much more variegated array of problems facing the changing global order. This book provides a collection of well-integrated studies that shed light on the history and future of insurgency, counterinsurgency and collapsing states in the context of the Long War. Is an individual inherently predisposed to be attracted to political violence or does exposure to a certain environment desensitize them in such a way that violence represents a viable mode for addressing political grievances?
