This new edition of CHRIS Manual I contains all changes and updates to the previous manual, and includes the addition of many new chemicals. This manual provides Coast Guard field personnel with some of the technical information for initial response to hazardous materials discharges, and basic treatment for people exposed to these chemicals.

The purpose of this project was to conduct a one-year review of the usefulness, adequacy, and responsiveness of the Chemical Hazards Response Information System (CHRIS) based upon actual field experiences of Coast Guard users for whom the system has been developed. In addition to identifying specific opportunities for system improvement and evolution, a second important purpose was to facilitate the initial 'fine tuning' of the system following its initial deployment. Although the study focused on emergency spill response use of Chris, nonemergency uses, such as contingency planning, were also examined. The review covered the following CHRIS components and adjuncts: A Condensed Guide to Chemical Hazards, CG-446-1; Hazardous Chemical Data, CG-446-2; Hazard Assessment Handbook, CG-446-3; Response Methods Handbook, CG-446-4; Hazard Assessment Computer System (HACS); and Regional Contingency Plan Data Base (part of the Regional Contingency Plan). The Handbook of Air Toxics compiles, defines, and clarifies several methods and concepts of airborne toxic substances found in the environment. This comprehensive reference helps regulators, consultants, and other environmental professionals meet the challenges of sampling and analysis, emissions reductions, and health and safety issues related to human exposure. It is an important reference addressing the ongoing concern about the consequences of air pollution, and the implementation and modification of the Environmental Protection Agency's (EPA) Clean Air Act. Some of the methods described in the Handbook of Air Toxics include fluorescence, thermal desorption, selected ion monitoring, ion chromatography, light microscopy, specific electrode analysis, titration, colorimetry, atomic absorption, and spectrophotometry. It also covers the use of isokinetic sampling trains, midget impingers, carbon molecular sieves, and sampling canisters in the analysis of air toxics. The Handbook also contains recommendations from the EPA for analytical methods for those air toxics where methods do not already exist and provides advance information on future method development by the EPA.
