With the world's second largest economy, China has the capacity to engage in substantial programs of development assistance and government investment in any and all of the emerging-market countries. RAND researchers assessed the scale, trends, and composition of these programs in 93 countries in six regions: Africa, Latin America, the Middle East, South Asia, Central Asia, and East Asia.
This book compares the People's Republic of China's (PRC) and U.S. projections of global influence, with an emphasis on non-coercive means or "soft power," and suggests ways to think about U.S. foreign policy options in light of China's emergence. The global public images of the two countries are compared in this book and PRC and U.S. uses of soft power tools are described, such as public diplomacy, state diplomacy, and foreign assistance. Other forms of soft power such as military diplomacy, global trade and investment, and sovereign wealth funds are also examined. Furthermore, this book analyses PRC and U.S. diplomatic and economic activities in five developing regions -- Southeast Asia, Central Asia, Africa, the Middle East, and Latin America.
The world is undergoing a profound set of digital disruptions that are changing the nature of how governments counter dissent and assert control over their countries. While increasing numbers of people rely primarily or exclusively on online platforms, authoritarian regimes have concurrently developed a formidable array of technological capabilities to constrain and repress their citizens. In The Rise of Digital Repression, Steven Feldstein documents how the emergence of advanced digital tools bring new dimensions to political repression. Presenting new field research from Thailand, the Philippines, and Ethiopia, he investigates the goals, motivations, and drivers of these digital tactics. Feldstein further highlights how governments pursue digital strategies based on a range of factors: ongoing levels of repression, political leadership, state capacity, and technological development. China’s expansion and growing influence in Africa is arguably the most remarkable global political and economic development in the 21st century. China’s foray into Africa started in the late 1990s, propelled by its desire to obtain new sources of raw materials and energy for its economic growth, as well as new markets for its manufactured goods. While China’s "no political strings attached" policy proves attractive to many of African leaders, China has been criticized as neo-colonialist, interested solely in stripping Africa of its mineral wealth without proper environmental or social precautions. This book addresses the controversy by exploring the motivations and practices of China’s African engagement, providing a comprehensive account of the intensified interactions between China and African states. The first part examines the debate surrounding whether China has pursued a neo-colonialist path in Africa, by looking at the perception of China by the locals and the challenges that the intensified relationship has posed for African states. The second part analyses China’s strategic motivations to see if Beijing has acquired sustaining power and influence in Africa in competition with the West. The third part focuses on economic and business practices of Chinese companies in Africa, as well as China-Africa trade patterns. The articles in this book were originally published in special issues of the Journal of Contemporary China.
In the 21st century, with China’s rise and the United States(U.S.)’ relative decline, the U.S.-China relationship together with strategic environment in Northeast Asia is changing. China is expanding its influence from Northeast Asia to Southeast Asia and Central Asia. As a result, China is forming a new type of ‘check and balance,’ and ‘cooperation and conflict’ with the U.S. in Southeast Asia and Russia in Central Asia. Such changes in China’s foreign relations policy and strategy as well as the strategic environment in Northeast Asia will have a higher possibility of influencing the unification on the Korean Peninsula. Therefore, it is necessary to precisely analyze the international situation surrounding the Korean Peninsula and to examine China’s foreign relations with countries in Northeast Asia, Central Asia and Southeast Asia. This research provides the analysis of China’s external relations policy in these three regions to understand the international circumstances surrounding the Korean Peninsula. The research aims to form the basis for the future unification diplomatic strategy. The first part of this book explains China’s major diplomatic relationships towards four East Asian countries: Japan, Russia, North Korea, and Taiwan. This chapter particularly provides a keen analysis of developments of each relationship and discusses how China initiates its diplomatic strategy and embodies its four major diplomatic relationships. Next part analyzes China’s aggressive foreign policy in Central Asia. This part suggests that China’s active policies towards Central Asian countries during the past decade is due to the increased importance of the region to China for the following aspects: national security, geopolitical location, energy and market. Considering the aforementioned factors, China’s enhanced influence in the region and intensified relations with the neighboring countries are mainly examined. The last part explores Southeast Asia’s foreign policy in the context of the rise of the G2 rivalry, focusing on Cambodia, Vietnam, and Myanmar. This part emphasizes the importance of Southeast Asia for the U.S. and China from a geopolitical perspective. Then, it goes on how each nation formed and developed its relationship with the U.S. and China, what each country’s national interest is, how they influence their foreign polices toward the two big giants, and how each country shape their policies in response to the conflictual and suspicious relationship between Washington and Beijing. In sum, this study provides an in-depth analysis of China’s overall diplomatic strategy. It is particularly significant for the policy-makers in South Korea and other countries to understand China’s external relations in the transitional situation on the East Asian regional level as well as on the global level. China's massive, globe-spanning Belt and Road Initiative (BRI) seeks to build everything from railways, ports, and power plants to telecommunications infrastructure and fiber-optic cables. Chinese President Xi Jinping's signature foreign policy endeavor, BRI has the potential to meet developing countries' needs and spur economic growth, but its implementation creates risks that outweigh its benefits. Unless the United States offers an effective alternative, China could reorient global trade networks, set technical standards that would disadvantage non-Chinese companies, lock countries into carbon-intensive power generation, increase its political influence over countries, and acquire power projection capabilities for its military. The COVID-19 pandemic has made a U.S. response more urgent as the global economic contraction has accelerated the reckoning with BRI-related debt. China's Belt and Road: Implications for the United States proposes that the United States respond to BRI by putting forward an affirmative agenda of its own, drawing on its strengths and coordinating with allies and partners to promote sustainable, secure, and green development.
In this book, China-Latin America relations experts Margaret Myers and Carol Wise examine the political and economic forces that have underpinned Chinese engagement in the region, as well as the ways in which these forces have shaped economic sectors and policy-making in Latin America. This book offers a new alternative to understanding the relationship between China and Africa. Here, the author not only explores the changing nature of Ethiopia’s internal politics as a result of Chinese investment and commercial links, but also compellingly questions the existing state-centric macro or strategic investigation of China-Africa relations. By thoroughly reviewing and deploying the ‘second image reversed’ approach and the relational concept of state power analytical approaches, Ziso challenges the Western-centric Weberian conceptualization of state. This volume presents an eclectic approach to interpret the state transformation in Ethiopia in light of Chinese capital, arguing for a “state in society” framework which does not treat the state as a unitary black box. This analysis challenges the conventional binary staple which is often framed on whether China is the new imperialist power plundering Africa’s resources or is Africa’s historically all-weather friend.
