Although legal arrangements have been made against discrimination, discrimination is both explicitly and implicitly active in different parts of society and in different areas. In order to recognize, understand, and oppose these forms of discrimination, it is necessary to be a defender of human rights and to know what discrimination means.

This report provides a summary of key legislation in Türkiye and identifies systemic discrimination both in the drafting of law and its implementation (or lack thereof). The report covers important minority rights, including the right to freedom of religion or belief, the right to political affiliation and representation, and right to language. The report argues that discrimination against minorities in Türkiye is a structural problem grounded on historical and current forms of Turkish nationalism. Turkish nationalism, the author maintains, negatively affects minorities across several rights, and is in turn exacerbated by intersectional forms of discrimination. Insights into the nature of systemic discrimination in Türkiye include limited legal protection and gaps between legislation and enforcement as well as ineffective institutional mechanisms. Offering a general account of structural discrimination faced by a number of ethnic, linguistic and religious minorities in Türkiye, this report also outlines a series of important recommendations to government, international organisations and civil society. Finally, the author outlines the impact of recent earthquake disasters on minority communities in Türkiye. Highlighting the discriminatory attitudes and practices faced by minorities during the most recent earthquake in February 2023, the author argues that disaster management policy in Türkiye exacerbates vulnerability among Roma communities and LGBTQI+ persons especially.
The Caucasus region and Central Asia covers a large part of the Eurasian. Both regions, where Russia and China have a serious influence and visibility, also have a location that reflects the hegemonic expectations of both these actors. In this context, domestic political developments and even internal conflicts in the region can be linked to the policies of Russia and China to a certain extent and have the potential to affect the motives of these two powers. Although Central Asia is rich in natural resources, it is landlocked and has lagged other nations in terms of agricultural production and industrial development. Although the Caucasus is divided into the North, the territory of Russia, and the South, where three independent states are located, it is insufficient in terms of production and development. The Caucasus stands out especially with energy projects and its feature of being a commercial corridor.

This edited volume explores human security challenges in the context of Turkey. Turkey occupies a critical geopolitical position between Europe, the Middle East and the Caucasus. It is an important peace-broker in regional conflicts and a leading country in peacekeeping operations, and has been a generous donor for disaster response around the world. However, Turkey is also facing a number of fundamental sociocultural and development challenges and its internal stability is affected by a protracted armed conflict based on Kurdish separatism. In other words, Turkey is at a crossroads in its transformation from a state-centred security perspective to one based on human security. To explore selected human security challenges within a wider context of peace and development, this volume focuses on a number of key issues in relation to democratization and social cohesion, before going on to investigate the role of Turkey as an agent of peace in the international context.
