As part of its on-going public dialogue program on progress in Ethiopia’s development and public policy the Forum for Social Studies is undertaking a project of research and public dialogue on a number of selected topics on the theme of 'Prospects and Challenges for Inclusive and Participatory Development in Ethiopia'. The aim is to enable researchers and professionals to present evidence-based papers to stimulate debate and reflection. This first book in the program looks at the impact of development or lack of it, on specific social groups, namely women, young people and vulnerable groups that should be entitled to decent social care.
It is a fundamental right for all children to be given access to quality education to ensure they reach their full potential as individuals; a right which is reflected in international law in Article 26 of the Universal Declaration of Human Rights and supported by the Education for All Agenda (1990) and the United Nations Convention on the Rights of People with Disabilities and Optional Protocol (2006). Nation states across Africa have signed up to these protocols and remain committed to ensuring education for all children. The progress globally however in the past 25 years, including in Africa, has been slow (UNESCO, 2015). Questions remain on why this is so and what can be done about it. This book brings together researchers, education policy makers and academics from the African community. What is unique about this text is that it includes local insights narrated and critiqued by local professionals. This book presents a wide range of African countries across the continent, to provide a critical overview of the key issues affecting developments. It questions the origins of ideas and definitions around inclusive education and the impact it has made on policy and ultimately practice, within local socio-cultural and economic communities, both urban and rural. It highlights positive developments as well as challenges and provides a deep understanding of why the process of implementing inclusive education is so complex in the African continent. It provides an understanding of what is needed to develop a more sustainable model of inclusive education across the continent and within specific countries.
Addressing rural development is key for Ethiopia's growth process. A series of government-led structural reforms have contributed to sustained growth in the country over the last two decades as well as to considerable poverty reduction in rural areas. However, Ethiopia faces critical challenges it will need to overcome to meet the needs of a growing rural population. In practice, this will require updating the existing rural development strategy in order to better integrate the interaction of rural and urban areas. Policy approaches that account for the fast urbanisation process experienced in the country will therefore be key to improving the well-being of rural populations and promoting national growth. This report takes a spatial approach to study Ethiopia's rural development strategies. It highlights the need to develop stronger and more functional linkages between rural and urban areas. As such, the development of intermediary cities and small urban centres provides large scope for inclusive rural transformation. The report is the result of rigorous analysis, and extensive consultations with national and international stakeholders. It identifies some of the key challenges faced by rural areas and provides a series of recommendations to enhance Ethiopia's rural development strategies.
Dictated by overall (economic, social, political, technological, etc) realities that unfold at different times, the growth and development dictums have been reshaped and reframed continually, in an effort to accommodate and respond to emerging issues. Within the overarching theme of sustainable development, human development and inclusive growth and development are, for example, among the recent focuses of the global and national development agenda. The backdrop to this is that as individuals, communities, and societies get richer, the worrying levels of inequalities, exclusion and disparities are becoming an area of concern, drawing the attention of governments, planners, civil societies, researchers and academia. An overarching current issue has been an appreciation of high economic growth in the last 10 years, but which is marred by pervasive levels of poverty and inequality. Indeed, Africa, through Agenda 2063, has acknowledged the need for inclusive and sustainable development, as is also the commitment of the Sustainable Development Goals (Agenda 2030) of the United Nations.Edited by Prof. Herman Musahara, this anthology entitled Inclusive Growth and Development Issues in Eastern and Southern Africa presents issues, challenges and progress in Rwanda, Mauritius, Ethiopia, South Africa, and Uganda. The issues covered include: trade; rural-urban linkages; the dynamics of poverty, vulnerability, and welfare; social policies for inclusive and sustainable development; productivity and informality; and financial direct support systems to the poor. The chapters are based on first-hand data, secondary data from different databases and systematic reviews of academic literature. Drawing on the findings and conclusions of the individual chapters, the book distills together the key lessons and also puts forth recommendations for policy and practice. As such, it is a good reading for researchers, policy and decision makers, academia and graduate students.

This paper considers various dimensions and sources of gender inequality and presents policies and best practices to address these. With women accounting for fifty percent of the global population, inclusive growth can only be achieved if it promotes gender equality. Despite recent progress, gender gaps remain across all stages of life, including before birth, and negatively impact health, education, and economic outcomes for women. The roadmap to gender equality has to rely on legal framework reforms, policies to promote equal access, and efforts to tackle entrenched social norms. These need to be set in the context of arising new trends such as digitalization, climate change, as well as shocks such as pandemics.
This book is open access under a CC BY 4.0 license. This book presents insights into the lived realities of children with disabilities in primary schools in Addis Ababa, Ethiopia. It examines specific cultural and societal characteristics of Ethiopia that influence the education of children with disabilities. The book presents findings drawn from interviews with, and participant observation of the schoolchildren, family members, teachers and other “experts”, and places these findings in a cultural-historical context. The multidimensional approach taken allows for, on the one hand, the provision of a historical grounding of the book, explaining the main historical junctures and their implications for education, and the discussion of the role of culture and society as barriers and facilitators of education. On the other hand, it gives the book a more personal angle, allowing the reader to gain insight into what it means to feel like a family, develop a sense of belonging, and tr ying to move toward educational equity.
