The PRC and Mongolia share a common border of about 4,600 kilometers. In 2000, both countries expressed strong interest in exploring possibilities for economic cooperation, particularly as a means of fostering economic development in remote border areas. ADB provided technical assistance that helped formulate a strategic development outline for promoting economic cooperation, particularly in the area covering the three provinces in eastern Mongolia and the Xinganmeng Prefecture in the eastern part of Inner Mongolia Autonomous Region, PRC.

Promoting regional cooperation in the health sector is an operational priority of the Central Asia Regional Economic Cooperation (CAREC) Strategy 2030. This scoping study assesses the potential of CAREC to promote regional cooperation and integration in the health sector to mitigate risks and develop national health systems. The study specifically reviews the burden of communicable and noncommunicable diseases and their risk factors, along with the progress and challenges in health systems development in the CAREC region. Based on the assessment, the study recommends strengthening regional health security; developing health systems through regional cooperation; and improving health services for migrants, mobile populations, and border communities.

The Central Asia Regional Economic Cooperation (CAREC) member countries face many common economic, social, and environmental challenges that directly impact their citizens and communities. Communities living in bordering regions face this impact in a unique manner with historical and cultural ties, shared resources and geographies, social support systems including family and friends, and business and livelihood activities. This report provides a brief strengths, weaknesses, opportunities, and threats (SWOT) analysis of the scope for CAREC to strengthen cross-border communities’ development. It identifies a series of recommendations for CAREC to play a proactive role in expanding cross-border cooperation in the border regions.
