Is there a tradeoff between raising growth and reducing inequality and poverty? This paper reviews the theoretical and empirical literature on the complex links between growth, inequality, and poverty, with causation going in both directions. The evidence suggests that growth can be effective in reducing poverty, but its impact on inequality is ambiguous and depends on the underlying sources of growth. The impact of poverty and inequality on growth is likewise ambiguous, as several channels mediate the relationship. But most plausible mechanisms suggest that poverty and inequality reduce growth, at least in the long run. Policies play a role in shaping these relationships and those designed to improve equality of opportunity can simultaneously improve inclusiveness and growth.

First, it proposes a methodological framework to conceptualise and measure the impact of social protection on what the OECD defines as inclusive growth. Second, it provides new empirical evidence on the impact of different social protection programmes on inclusive growth. Third, it helps strengthen the case for greater investments in social protection while also calling for better data to measure impacts.
The global financial and economic crisis beginning in 2008 has highlighted and reinforced the need for effective social protection mechanisms that prevent households from falling into poverty while also being sustainable, thus helping families to improve their earnings permanently. Meanwhile, social protection policies must be consistent with labour market mechanisms and with employment policy in order for either or both to be as beneficial as possible. This volume, using a broad definition of social protection, takes an in-depth look at selected programmes and their interaction with employment generation and growth in India, Kenya, Malawi, Mexico, Peru and Tajikistan. The International Monetary Fund’s engagement on social safety net (SSN) issues is likely to expand as member countries respond to growing challenges in the economic and fiscal landscape. SSNs play a crucial role in protecting households from poverty, promoting inclusive growth, and maintaining social stability. This technical note discusses (1) the different channels through which SSN spending may become macro-critical, (2) how to assess the importance of these channels, and (3) the types of policy responses that are appropriate and the trade-offs involved in choosing among them. To facilitate a more comprehensive assessment of SSN spending, the paper also examines the complementary role of labor market programs (for example, unemployment benefits and active labor market programs). The paper emphasizes the importance of early engagement and coordination with development partners with expertise on social safety nets and with different stakeholders when formulating policy advice.
This book explores a key phenomenon that has been accelerated by the COVID-19 crisis, namely, the crossroads at which social welfare professionals find themselves. This is a crossroads where, on the one hand, there is an accelerated digitalization process and a reorganization of social programs, while on the other hand, we are confronted by the basic challenge of designing social policies and their methods of evaluation, that is, the generation of robust data that will allow better evaluation of social projects and programs. Rigorously analyzing the crossroads at which social welfare programs find themselves and the new demands for the education of professionals involved in social welfare programs, several key issues can be discerned; • the theoretical debate surrounding the changes brought about by the COVID-19 pandemic and the process of redefining globalization in which we are immersed. • the challenges to be met by welfare programs, and the good practices that are being implemented. • the key issue of how to generate more robust data in the field of social services and social protection. • how to increase the competencies of professionals through education in schools of social work. Throughout the past two decades, Morocco has faced several external and domestic shocks, including large swings in international oil prices, regional geopolitical tensions, severe droughts, and most recently the impact of the pandemic and the economic fallout from Russia's invasion of Ukraine. Despite rough waters, the government stayed the course and remained focused not only on immediate stability, but also on the long-term needs of the Moroccan economy. This involved the adoption of a series of difficult measures, like the elimination of energy subsidies, and a strategy aimed at improving the country's infrastructure, diversifying the production and export bases by attracting foreign investment, and modernizing the governance structure of the public administration. The road to higher and more inclusive growth, however, remains steep. Despite gains in poverty reduction, literacy and lifespans, Morocco economy continues to face a high share of inactive youth, large gaps in economic opportunities for women, a fragmented social protection system, and remaining barriers to private sector development. An ambitious reform agenda is needed to better meet the aspirations of Moroccans, by making economic growth stronger, more resilient and more inclusive, particularly to provide greater opportunities for young, women, and entrepreneurs. Morocco appears well positioned to address these challenges, and indeed, the country has recently sought to define and pursue a new "model of development", through national debates and a more inclusive approach to reform. Significant reforms have been announced recently that revamp both the social protection system and the SOEs business model. This book draws lessons from the reforms Morocco has implemented in the past few decades and charts a course for Morocco by addressing key areas for reform.
