DOWNLOAD EBOOKProfound changes are occurring in the structure of arms production in Western Europe. Concentration is increasing at a fast pace. Small producers are disappearing and even large ones are opting out of the market. The various national arms industries, long operating in protective environments, are rapidly internationalizing. Three factors combine to bring about this change: East-West detente, the creation of the Single European Market, and the constant pressure of increasingly complex technology. In this book experts describe how the framework for producing arms in Western Europe is altered, and how various actors--firms, governments, and trade unions--are adapting to the new situation. The book presents detailed analyses of all the arms-producing countries in Western Europe. In addition to describing recent changes, the authors speculate on the implications of these for the balance of power in Western Europe, the relations between Western Europe and the United States, arms exports to the Third World, and problems of converting from military to civilian production. The appendices include the SIPRI list of the 50 largest arms-producing companies in Western Europe; data on mergers and acquisitions, procurement expenditure, and exports of major weapons; selections from treaties and other official documents relevant to current and future regulation of West European arms production; and a select bibliography.

DOWNLOAD EBOOKThe emergence of the European Security and Defense Policy (ESDP) in the last two-thirds of the 1990s and continuing into the new century, has been a complex process intertwining politics, economics, national cultures, and numerous institutions. This book provides an essential background for understanding how security issues as between NATO and the European Union are being posed for the early part of the 21st century, including the new circumstances following the terrorist attacks in New York and Washington on September 11, 2001. This study should be of interest to those interested in the evolution of U.S.-European relations, especially in, but not limited to, the security field; the development of institutional relationships; and key choices that lie ahead in regard to these critical arrangements.

DOWNLOAD EBOOKThis study summarizes a wide-ranging investigation of combat operations, military theory, and command, control, communications, and intelligence (C3I) that occurred during my 1981-82 tour at the Airpower Research Institute (ARI) as a research associate sponsored by Air Force Systems Command (AFSC). In previous assignments, I had used my training in mathematics and computer science in formulating, implementing, and using computer models of pieces of the combat operations process. I had also been introduced to C3I systems and concepts during an extensive review of AFSC analysis efforts related to C3I. These experiences left me dissatisfied with the treatment of strategy and C3I in engagement modeling. Therefore, when AFSC asked for nominations for the ARI, I applied and suggested an investigation of the interrelation between C3I and strategy as a research topic.

DOWNLOAD EBOOKFor many people who live in Europe, the presence of substantial US military forces is a matter of concern and debate, which has tended so far to centre around a few highly-visible bases, such as the cruise missile locations. Apart from these few bases, relatively little is known about the size and extent of the US military presence in Europe. This book aims to fill that gap by providing the raw data on what is where. The study also highlights the historical details behind the acquisition of bases in individual countries, and summarizes and analyses all of the basing agreements between the US and its host nations which are available to the public. The book a timely contribution to the debate: as discussions begin for possible post-INF cuts in superpower force levels in Europe, there is an urgent need for accurate and unbiased information on US forces in Western Europe and on the massive infrastructure that supports those forces.
