Excerpt from Annual Reports of the War Department for the Fiscal Year Ended June 30, 1904, Vol. 10: Report of the Chief of Ordnance In the work of this division of the office very great assistance is derived from the practice of having a preliminary examination made at the Manila Ordnance Depot of all returns rendered by officers in the Philippines. This saves the delay of waiting until returns can be sent to Washington and there examined, leaving the officers long in doubt of the result of the examination, and it enables the Ordnance Depart ment to correspond promptly with officers who make the returns and notify them of errors and omissions. It also relieves the Washington office of much of the routine work of examination, since the results are all outlined before the returns are received. In this way is has tened the settlement of accounts which would otherwise involve much difficulty. The following is a summary of the work done at the Manila Ordnance Depot under charge of the chief ordnance officer of the Philippines Division during the fiscal year.
