I thank the citizens for the expression of their confidence. I was elected upon no special platform, have made no promises, no pledges to be redeemed, yet I wish to take this opportunity to assure you and the people of Rochester that in so far as my power lies, I shall lend all my influence toward a clean, impartial and economical administration. Doubtless 1 shall make some mistakes, for none are infallible, but I intend to work unselfishly in behalf of the city's interest and to act only after obtaining all the facts and information that I am able to secure. I am sustained, gentlemen, by the fact that I am to share the responsibility of this administration with you. By accepting our several offices, we have made ourselves servants of the people and stand pledged to serve our city faithfully and honestly. We shall be unable to please all, for there are always some courting special privilege and legislation enacted for the good of the whole city will conflict with the private interests of a few. However, let us act with an eye to the future welfare of Rochester; then if there are those who are not in accord with our methods, they will at least respect our honest efforts. I think the members of the government of Rochester have given much thought and work to their various departments. The affairs have been handled efficiently and economically. For the dollars spent, we stand high in value received. The financial affairs are in good condition. The Committees of the Council have given much time to their work, and this coming year I shall expect them to spend as much time, or even more. Personally I am glad to see that citizens generally are taking so much interest in the affairs of the City. Excerpt from Annual Report City of Rochester: New Hampshire, 1925 Gentlemen of the City Council: In resuming the duties and obligations as Mayor of Rochester for the second time, I wish to thank the citizens for the honor conferred and for the confidence placed in me by again electing me to this office. At this time in beginning our thirty-fourth year as a city it will be best for us to look back upon the past a moment that we may get a better insight into the future. It is not my intention to assume all the credit for the success accomplished in the past year, because my committees have supported me most loyally in all cases. Whatever success may be attributed to this administration should be shared by all who participated in the government of the City. During the year our City has been improved to some extent. We have laid nineteen thousand eight hundred and eighty-two square yards of hot top on our City streets. Portland street has been graded and one coat of oil applied with very little expense. Sometime during the coming year, a good road can be made the entire length. Our rural roads have been kept in good repair throughout the summer.
