DOWNLOAD EBOOKThis book reports on a five-year longitudinal study of the policy relating to the introduction of Liberal Studies, which was developed as an interdisciplinary curriculum in the New Senior Secondary (NSS) academic structure in post-colonial Hong Kong. It also examines the implementation of Moral and National Education, which has become one of the most recent controversial issues in Hong Kong’s education policy. Adopting a cross-subject perspective, it concludes by illustrating the roles of Liberal Studies and Moral and National Education in strengthening multi-disciplinary learning and citizenship education in the NSS academic structure.

DOWNLOAD EBOOKEducation reform has become a highly political issue in the Hong Kong Special Administrative Region (HKSAR) since the transfer of sovereignty to the People’s Republic of China (PRC). Lo and Hung focus on the political struggles among stakeholders, including the government of Hong Kong, the Catholic Church, parents, students, teachers, the central authorities of Beijing, and even the bureaucratic politics between Beijing, the Hong Kong government and the Examination Authority. They examine the key elements of education reform in the HKSAR, including language and curriculum reform, national security education, civic and patriotic education, the rise of the pro-Beijing education elites and interest groups, and the revamp of examination questions and examination authority. The entire education reform in the HKSAR has pushed the Hong Kong education system toward a process of mainlandization, making Hong Kong’s education system more similar to the mainland system with emphasis on political "correctness" in the understanding of Chinese national security, history and culture. Highlighting the political struggles among the various stakeholders, this book is essential for scholars of Hong Kong and China, especially those with an interest in the relationship between education and politics.

This book is a very current and relevant analysis of this reform, highlighting the way in which agencies have cooperated in bringing about change over the last several decades. The reforms collectively have had, and are continuing to have, a major impact upon schooling in Hong Kong. This volume represents a range of authors and specialists involved in a number of different reforms, covering themes such as historical policy contexts, new curriculum approaches, changing pedagogies, school leadership, implementation and change, and assessment and evaluation. This is a very topical book which provides a probing analysis of how an Asian education system has been able to reach and maintain a very high performing level.

Abstract: A Study of Resource Allocation and Utilization in School Education in Hong Kong Abstract The HKSAR government has attached great importance to education and made substantial commitment in terms of resources. To support the Education Reform launched in 2000, the government has been pouring enormous resources into the early implementation of a number of priority items. In addition to the reform package, it has proceeded with other capital-intensive education initiatives related to the primary and secondary school education. These well-intended education policies and reforms have not been favourably perceived or effectively implemented. The present study is aimed at examining the interaction of the educational policies underlying the resource allocation in school education in Hong Kong, and explicating the interaction of the seemingly conflicting, divergent educational policies since 1997. A close scrutiny of the empirical and documentary evidence will reveal how the changing socio- economic and political context and, the more important, shifting and competing values underlying the educational policy initiatives and changes have resulted in the present misallocation of public resources in the school education in Hong Kong. Of close significance to this policy evaluation study is the expansion of the private school sector, hence with the Direct Subsidy Scheme (DSS) and Private Independent Schools (PISs) as the core components. 1The analysis will employ Deborah Stone's framework of political decision making, structured around the problematic phenomena, problem definitions, value interpretations underlying the policies and the policy solutions. Given the analysis, the study will examine if, and how, the policy paradox has been resolved, and explore the impact of privatization and marketization on allocation of resources in the school education. 2 DOI: 10.5353/th_b3859785 Subjects: Resource allocation Education, Elementary - Government policy - China - Hong Kong Education, Secondary - Government policy - China - Hong Kong
