This open access edited collection brings together established and new perspectives on Cold War civil defence in Western Europe within a common analytical framework that also facilitates comparative and transnational dimensions. The current interest in creating disaster-resilient societies demands new histories of civil defence. Historical contextualization is essential in order to understand what is at stake in preparing, devising, and implementing forms of preparedness, protection, and security that are specifically targeted at societies and citizens. Applying the concept of sociotechnical imaginaries to civil defence history, the chapters of this volume cover a range of new themes, from technology and materiality to media, memory, and everyday experience. The book underlines the social embeddedness of civil defence by detailing how it both prompted new forms of social interaction and reflected norms and visions of the ‘good society’ in an age where nuclear technology seemed to hold the key to both doom and salvation.

Disasters and History offers the first comprehensive historical overview of hazards and disasters. Drawing on a range of case studies, including the Black Death, the Lisbon earthquake of 1755 and the Fukushima disaster, the authors examine how societies dealt with shocks and hazards and their potentially disastrous outcomes. They reveal the ways in which the consequences and outcomes of these disasters varied widely not only between societies but also within the same societies according to social groups, ethnicity and gender. They also demonstrate how studying past disasters, including earthquakes, droughts, floods and epidemics, can provide a lens through which to understand the social, economic and political functioning of past societies and reveal features of a society which may otherwise remain hidden from view. Nearly 40 years after the concept of finite deterrence was popularized by the Johnson administration, nuclear Mutual Assured Destruction (MAD) thinking appears to be in decline. The United States has rejected the notion that threatening population centers with nuclear attacks is a legitimate way to assure deterrence. Most recently, it withdrew from the Anti-Ballistic Missile Treaty, an agreement based on MAD. American opposition to MAD also is reflected in the Bush administration's desire to develop smaller, more accurate nuclear weapons that would reduce the number of innocent civilians killed in a nuclear strike. Still, MAD is influential in a number of ways. First, other countries, like China, have not abandoned the idea that holding their adversaries' cities at risk is necessary to assure their own strategic security. Nor have U.S. and allied security officials and experts fully abandoned the idea. At a minimum, acquiring nuclear weapons is still viewed as being sensible to face off a hostile neighbor that might strike one's own cities. Thus, our diplomats have been warning China that Japan would be under tremendous pressure to go nuclear if North Korea persisted in acquiring a few crude weapons of its own. Similarly, Israeli officials have long argued, without criticism, that they would not be second in acquiring nuclear weapons in the Middle East. Indeed, given that Israelis surrounded by enemies that would not hesitate to destroy its population if they could, Washington finds Israel's retention of a significant nuclear capability totally "understandable."
Author Edward Keefer chronicles and analyses the tenure of Secretary of Defense Harold Brown, who worked to counter the Soviet Union's growing military strength during the administration of President Jimmy Carter. Flush with cash from oil and gas development, the Soviets came closest to matching the United States in strategic power than at any other point in the Cold War, threatening to make the U.S. land-based missile force vulnerable to a first strike. By most reckonings the Kremlin also surpassed the West in conventional arms and forces in Central Europe, creating a direct threat to NATO. In response, Brown, a nuclear physicist, advocated for the development of more technologically advanced weapon systems to offset the Soviet military advantage, but faced Carter's efforts to reign in the defense budget. Eventually the secretary, backed by the JCS, the national security adviser, and key members of Congress, persuaded a reluctant Carter to increase defense spending for the last two years of his term. As a result weapons development such as stealth technology, precision-guided bombs, and cruise missiles went forward. These initiatives and more provided a head start for the acclaimed Ronald Reagan revolution in defense. As the author points out, there was more continuity than contrast in defense policy between Carter and Reagan. The book also highlights Brown's policymaking efforts and his influence on Carter as the administration responded to international events such as the Middle East peace process, the Iran revolution and hostage crisis, the rise of radical Islam, negotiations with the Soviets over arms limitations, the Soviet invasion of Afghanistan, and the creation of a new security framework in the Persian Gulf region. The book is also a history of the Defense Department, including the continual development of the All-Volunteer Force and the organizational changes that saw improved policy formulation and acquisition decisions. At the dawn of the Atomic Age, Americans encountered troubling new questions brought about by the nuclear revolution: In a representative democracy, who is responsible for national public safety? How do citizens imagine themselves as members of the national collective when faced with the priority of individual survival? What do nuclear weapons mean for transparency and accountability in government? What role should scientific experts occupy within a democratic government? Nuclear weapons created a new arena for debating individual and collective rights. In turn, they threatened to destabilize the very basis of American citizenship. As Sarah E. Robey shows in Atomic Americans, people negotiated the contours of nuclear citizenship through overlapping public discussions about survival. Policymakers and citizens disagreed about the scale of civil defense programs and other public safety measures. As the public learned more about the dangers of nuclear fallout, critics articulated concerns about whether the federal government was operating in its citizens' best interests. By the early 1960s, a significant antinuclear movement had emerged, which ultimately contributed to the 1963 nuclear testing ban. Atomic Americans tells the story of a thoughtful body politic engaged in rewriting the rubric of rights and responsibilities that made up American citizenship in the Atomic Age.
