This book examines the circumstances under which aid can contribute to the management and transformation of intra-state conflicts. How and when do insurgents govern? How does the presence of aid and social services influence how insurgents govern? Under what circumstances can aid contribute to the management and transformation of civil wars? The established literature in this area argues that aid exacerbates civil wars where resources are scarce as greedy rebels steal resources for themselves. This book, however, argues that under certain conditions such greed can be good. Drawing on primary research from three very different conflicts – Northern Ireland (1969–1998), southern Sudan (1983–2005) and Tajikistan (1992–1997) – and more than 10 years’ experience working in and researching humanitarian crises, this study breaks new ground through its wide-ranging comparison of conflicts. The book argues that insurgent efforts to reap rewards from aid and social services have in turn facilitated organizational changes and that these changes, while they may have had conflict-enhancing effects in the short term, have also contributed to conflict transformation over the long term. The most useful forms of outside support for an insurgent movement include safe havens, financial support, political backing, and direct military assistance. Because states are able to provide all of these types of assistance, their support has had a profound impact on the effectiveness of many rebel movements since the end of the Cold War. However, state support is no longer the only, or indeed necessarily the most important, game in town. Diasporas have played a particularly important role in sustaining several strong insurgencies. More rarely, refugees, guerrilla groups, or other types of non-state supporters play a significant role in creating or sustaining an insurgency, offering fighters, training, or other forms of assistance. This report assesses post-Cold War trends in external support for insurgent movements. This volume aims to provide a detailed explanation of the effects of cooperation and coordination on international multiparty mediation in conflicts. Contemporary scholarship stresses that the crucial ingredients for a successful multiparty mediation are ‘consistency in interests’ and ‘cooperation and coordination’ between mediators. This book seeks to supplement that understanding by investigating how much the ‘consistency of interests’ and ‘cooperation and coordination’ affect the overall process, and what happens to the mediation process when mediating parties do not share the same idea and interest in finding a common solution. This book examines the effect of biased and neutral mediators in civil wars. Based on analysis of both global data and case studies of contemporary peace processes, including India and Norway in Sri Lanka, China in Cambodia, US in Israel/Palestine, and Russia in Georgia, the book makes two main contributions. First, it explores the role of biased mediators in contemporary peace processes. The author develops a theory explaining why biased mediators are more effective than their neutral counterparts and the book identifies four different mechanisms through which biased mediators can be effective peace-brokers. By developing a comprehensive set of mechanisms to explain bias mediation, the work deepens understanding of biased mediators in general, and their role in resolving civil conflict in particular. The second contribution offered is a novel way of measuring mediation success. Previous research has concentrated on settlement, behavior, or implementation. While these conceptualisations of mediation success all have merit, they fail to address how the basic incompatible positions are regulated. This book focuses on mediators’ ability to regulate core compatibilities by crafting institutional peace arrangements that generally are considered to enhance the prospect for durable peace. This approach has wider implications for peace and conflict research by bringing together research on durability of peace and studies on international mediation, two fields of research which hitherto have been kept apart.
