Abstract: A Study of Resource Allocation and Utilization in School Education in Hong Kong Abstract The HKSAR government has attached great importance to education and made substantial commitment in terms of resources. To support the Education Reform launched in 2000, the government has been pouring enormous resources into the early implementation of a number of priority items. In addition to the reform package, it has proceeded with other capital-intensive education initiatives related to the primary and secondary school education. These well-intended education policies and reforms have not been favourably perceived or effectively implemented. The present study is aimed at examining the interaction of the educational policies underlying the resource allocation in school education in Hong Kong, and explicating the interaction of the seemingly conflicting, divergent educational policies since 1997. A close scrutiny of the empirical and documentary evidence will reveal how the changing socio- economic and political context and, the more important, shifting and competing values underlying the educational policy initiatives and changes have resulted in the present misallocation of public resources in the school education in Hong Kong. Of close significance to this policy evaluation study is the expansion of the private school sector, hence with the Direct Subsidy Scheme (DSS) and Private Independent Schools (PISs) as the core components. 1The analysis will employ Deborah Stone's framework of political decision making, structured around the problematic phenomena, problem definitions, value interpretations underlying the policies and the policy solutions. Given the analysis, the study will examine if, and how, the policy paradox has been resolved, and explore the impact of privatization and marketization on allocation of resources in the school education. 2 DOI: 10.5353/th_b3859785 Subjects: Resource allocation Education, Elementary - Government policy - China - Hong Kong Education, Secondary - Government policy - China - Hong Kong

"Based on the spatial perspective, this book takes the urban area of Xi'an, China, as the main research region and studies the balance of resource allocation, focusing on educational resources and school layout. The author constructs a mathematical model to measure the level and types of resource allocation and regional differences in primary schools and uses GIS spatial analysis to explore the efficiency and fairness of school spatial layout. The book suggests a better way for the balanced development of basic education in Xi'an city. It also provides theoretical foundations, analytical methods, and empirical support for the study of balanced public resource management in public service, urban planning and urban geography. This book is suitable for students and scholars of tourism management, regional planning, facilities and urban management and those interested in resource allocation in Chinese urban areas in general"--

School improvement is at the centre of educational reform and is perceived by many as a key to social and economic advance. It contributes to determining the personal fulfilment and career paths of individual students and consequently engages the interest of parents and community members. It is an ever-present commitment of teachers and managers in schools. Policy makers and politicians at international, national and local levels devote much time and effort to their search for better schools. School improvement has also attracted the attention of researchers and scholars in many countries. They have been drawn from various disciplines and fields within the educational studies community, including psychology, sociology, history, evaluation, and studies in curriculum and assessment. There is now an established body of findings from studies conducted in many contexts. This book brings together leading experts drawn from many countries and several continents, reflecting diverse approaches to educational policy and practice, evaluation and research. Variations between countries and between local communities within countries are highlighted. The possibilities and difficulties inherent in transferring evidence from one educational system, at a number of levels, to another are clearly discussed. What emerges from the cross-national and cross-cultural evidence are several significant threads, currently under active investigation, including: school structure and management, classroom organisation, school leadership, teacher training and staff development, curriculum and assessment, community involvement, lifelong learning and special provision for students with special educational needs. "School Improvement: International Perspectives" is written for national educational policy makers, teachers and student teachers, governing bodies and parents from various levels of schooling, and university researchers and scholars.

This book provides a comprehensive and critical analysis of major issues and challenges faced by the education system, ranging from pre-school to higher education. It analyses the prospects for educational development in Hong Kong. It further addresses how the Hong Kong government has responded to the perceived challenges of the external environment and internal forces and explains the rationales for the actions taken. Not only does it review how the reform initiative challenges have been dealt with, it also reviews how effective these initiatives are and its implications on future directions.

Deryn Watson CapBIT 97, Capacity Building for Information Technologies in Education in Developing Countries, from which this publication derives, was an invited IFIP working conference sponsored by Working Groups in secondary (WG 3. 1), elementary (WG 3. 5), and vocational and professional (WG 3. 4) education under the auspices ofIFIP Technical Committee for Education (TC3). The conference was held in Harare, Zimbabwe 25th - 29th August 1997. CapBIT '97 was the first time that the IFIP Technical Committee for Education had held a conference in a developing country. When the Computer Society of Zimbabwe offered to host the event, we determined that the location and conference topic reflect the importance of issues facing countries at all stages of developmen- especially Information Technologies (IT) development. Information Technologies have become, within a short time, one of the basic building blocks of modem industrial society. Understanding IT, and mastering basic skills and concepts of IT, are now regarded as part of the core education of all people around the world, alongside reading and writing. IT now permeates the business environment and underpins the success of modem corporations as well as providing government with cost-effective civil service systems. At the same time, the tools and technologies of IT are of value in the process of learning, and in the organisation and management of learning institutions.

Much has been written about globalization and the challenge of preparing young people for the new world of work and life in times of complexity and continuous change. However, few works have examined how globalization has and will continue to shape education in the East. This volume discusses education within the context of globalization and examines what is occurring in schools and systems of education in the People's Republic of China, Hong Kong, Chinese Taipei, Singapore, and Australia. Closer examination of recent developments and current trends reveal the same turbulence and a range of common issues in areas such as assessment, curriculum, leadership, management of change, pedagogy, policy, professional capacity and technology. This volume demonstrates the commonalities and differences and offers tremendous insight into the way things are done in places where student achievement is high but there is also a sense of urgency in continuing an agenda of change.
