The Community Employment Innovation Project (CEIP) is a long-term demonstration project initiated in 1999 to test an alternative form of income transfer payment for the unemployed in areas of chronic high unemployment. The pilot project is operating in the Cape Breton Regional Municipality of Nova Scotia. CEIP is testing an alternative to Canada's national system of employment insurance, in which income assistance is provided to individuals or families with no (or very low) income from employment, in the form of a "community wage" paid for volunteer work on locally developed, community-based projects.
