The legal duties of selected local, state, and federal governmental units and agencies concerned with environmental issues in the Lower Sheyenne River Basin (LSRB), North Dakota, are reviewed. the LSRB includes parts or all of 67 townships; 8 cities; 5 counties; 2 regional councils; and numerous special districts, boards, and commissions. characteristics of public officials and their attitudes concerning the environment are presented. public officials who responded to a mail questionnaire identified water quality and soil erosion as the most serious environmental problems in the LSRB. influences on governmental decision makers and the relationship between government position and decision making are discussed.

The general purpose of this report is to provide information for determining the feasibility of water planning alternatives in the Sheyenne River Basin. Two questionnaires were designed for use in this study. The first was used to obtain profiles of 54 organizations related to water and related land resource management in the lower Sheyenne River basin. Results of these profiles are included. The second questionnaire was used to obtain more detailed files are included. The second questionnaire was used to obtain more detailed information on 39 organizations also related to water and land use. Information is provided about these organization's goals and activities, their perceived water problems and proposed solutions. Laws relating to water and related land resource management are discussed. Copies of instruments, computer codes, research methodology, and related information are included in this report.
