While a number of remarkable discoveries in astronomy and astrophysics have taken place over the past 20 years, many important questions remain. Continued progress in these fields will require NASA's leadership. To help determine if NASA can meet this challenge, Congress, in the 2005 NASA Authorization Act, directed the agency to have "[t]he performance of each division in the Science directorate...reviewed and assessed by the National Academy of Sciences at 5-year intervals." In early 2006, NASA asked the NRC to conduct such an assessment for the agency's Astrophysics Division. This report presents an assessment of how well NASA's current program addresses the strategies, goals, and priorities outlined in previous Academy reports. The report provides an analysis of progress toward realizing these strategies, goals, and priorities; and a discussion of actions that could be taken to optimize the scientific value of the program in the context of current and forecasted resources.

The original charter of the Space Science Board was established in June 1958, three months before the National Aeronautics and Space Administration (NASA) opened its doors. The Space Science Board and its successor, the Space Studies Board (SSB), have provided expert external and independent scientific and programmatic advice to NASA on a continuous basis from NASA's inception until the present. The SSB has also provided such advice to other executive branch agencies, including the National Oceanic and Atmospheric Administration (NOAA), the National Science Foundation (NSF), the U.S. Geological Survey (USGS), the Department of Defense, as well as to Congress. Space Studies Board Annual Report 2017 covers a message from the chair of the SSB, David N. Spergel. This report also explains the origins of the Space Science Board, how the Space Studies Board functions today, the SSB's collaboration with other National Academies of Sciences, Engineering, and Medicine units, assures the quality of the SSB reports, acknowledges the audience and sponsors, and expresses the necessity to enhance the outreach and improve dissemination of SSB reports. In response to requests from Congress, NASA asked the National Research Council to undertake a decadal survey of life and physical sciences in microgravity. Developed in consultation with members of the life and physical sciences communities, the guiding principle for the study is to set an agenda for research for the next decade that will allow the use of the space environment to solve complex problems in life and physical sciences so as to deliver both new knowledge and practical benefits for humankind as we become a spacefaring people. The project's statement of task calls for delivery of two books-an interim report and a final survey report. Although the development of specific recommendations is deferred until the final book, this interim report does attempt to identify programmatic needs and issues to guide near-term decisions that are critical to strengthening the organization and management of life and physical sciences research at NASA.

From September 2007 to June 2008 the Space Studies Board conducted an international public seminar series, with each monthly talk highlighting a different topic in space and Earth science. The principal lectures from the series are compiled in Forging the Future of Space Science. The topics of these events covered the full spectrum of space and Earth science research, from global climate change, to the cosmic origins of life, to the exploration of the Moon and Mars, to the scientific research required to support human spaceflight. The prevailing messages throughout the seminar series as demonstrated by the lectures in this book are how much we have accomplished over the past 50 years, how profound are our discoveries, how much contributions from the space program affect our daily lives, and yet how much remains to be done. The United States is currently the only country with an active, government-sponsored effort to detect and track potentially hazardous near-Earth objects (NEOs). Congress has mandated that NASA detect and track 90 percent of NEOs that are 1 kilometer in diameter or larger. These objects represent a great potential hazard to life on Earth and could cause global destruction. NASA is close to accomplishing this goal. Congress has more recently mandated that by 2020 NASA should detect and track 90 percent of NEOs that are 140 meters in diameter or larger, a category of objects that is generally recognized to represent a very significant threat to life on Earth if they strike in or near urban areas. Achieving this goal may require the building of one or more additional observatories, possibly including a space-based observatory. Congress directed NASA to ask the National Research Council to review NASA's near-Earth object programs. This interim report addresses some of the issues associated with the survey and detection of NEOs. The final report will contain findings and recommendations for survey and detection, characterization, and mitigation of near-Earth objects based on an integrated assessment of the problem.

The New Frontiers Program was created by NASA in 2002 at the recommendation of the NRC's decadal survey for solar system research. In order to optimize solar system research, the NRC recommended a series of principal-investigator missions that encourage innovation and accomplish the main scientific objectives presented in the survey. Two of the five recommended missions have been selected and, as was also recommended in the survey, the NRC was asked in 2007 to provide criteria and guiding principles to NASA for determining the list of candidate missions. This book presents a review of eight missions: the three remaining from the original list of five from the survey plus five missions considered by the survey committee but which were not recommended. In 2000, the nation's next-generation National Polar-orbiting Operational Environmental Satellite System (NPOESS) program anticipated purchasing six satellites for $6.5 billion, with a first launch in 2008. By November 2005, however, it became apparent that NPOESS would overrun its cost estimates by at least 25 percent. In June 2006, the planned acquisition of six spacecraft was reduced to four, the launch of the first spacecraft was delayed until 2013, and several sensors were canceled or descoped in capability. To examine the impacts of these changes, particularly those associated with climate research, and ways to mitigate those impacts, NASA and NOAA asked the NRC to add this task to its ongoing "decadal survey," Earth Science and Applications from Space. The sponsors and the NRC agreed to address this task separately and to base its analysis on a major workshop. This book presents summaries of discussions at the workshop, which included sessions on the measurements and sensors originally planned for NPOESS and GOES-R; generation of climate data records; mitigation options, including the role of international partners; and cross-cutting issues.

Natural and human-induced changes in Earth's interior, land surface, biosphere, atmosphere, and oceans affect all aspects of life.
