By not planning now for our future transportation needs, unnecessary costs to the physical, social, and economic environment may very well be incurred. Thoroughfare planning is a tool that can be used by local officials to plan for future transportation needs, while at the same time reducing the costs to our environment. The primary purpose of this report is to present the findings and recommendations of the thoroughfare plan study conducted for Hamett County. The secondary purpose of this report is to document the basic thoroughfare planning principles and procedures used in developing these recommendations. This report can be divided into three parts. The first part of the report, covered in Chapter 1, covers the highlights of the study. Chapters 2 and 3 provide a detailed description of the Thoroughfare Plan study recommendations and address different methods by which these recommendations can be implemented.
