DOWNLOAD EBOOKThis paper is based on an internal report prepared by the IMF staff in connection with the application of the Czech and Slovak Federal Republic (Czechoslovakia) for membership in the IMF. The paper surveys the economic system that had developed up to the time of the reforms begun in 1987 and outlines the economy's performance during 1945–1985. It then discusses the economic developments of 1985–1990, with separate sections on output, prices, public finance, money, and the balance of payments. Prices served mainly as an instrument of central planning: each price was set independently and a change in one price had no influence on other prices. The annual foreign exchange plan, derived from the state plan, strictly controlled foreign exchange transactions. It specified imports and exports of goods and services by enterprises for the convertible and nonconvertible area. The exact modalities of the denationalization scheme have not yet been determined. However, consideration is being given to a scheme whereby state enterprises would be transformed into joint stock companies, and “ownership vouchers” would be distributed to the population which would entitle their holders to purchase stock in these companies.

DOWNLOAD EBOOKThis unique volume brings together a multi-disciplinary group of scholars as well as Czech and Slovak decisionmakers who were personally involved in the events leading up to the separation of Czechoslovakia. Asking whether the dissolution was inevitable, the contributors bring a range of different approaches and perspectives to bear on the twin problems of democratic transitions in multinational societies and ethnic separatism and its origins. The blend of analysis and insider experiences will make this book invaluable for all concerned with nationalism and ethnicity, democratization, and transitions in Eastern Europe.

DOWNLOAD EBOOKThis paper suggests a methodology for an analysis of the distribution of power in multiparty parliamentary bodies elected on the basis of a proportional electoral system. Concepts of the political spectrum and the power spectrum (based on game theoretical concepts of power indices) on a single left-right ideological dimension are used to analyze the situation in the Czech Republic after the 1992 general parliamentary election and after the separation of the former Czech and Slovak Federal Republic in 1993. The political and power spectrums in the Czech Republic are compared to analogical characteristics of the parliaments of the Slovak Republic, Poland and Russia.

DOWNLOAD EBOOKThe essays in the book compare the Czech Republic and Slovakia since the breakup of Czechoslovakia in 1993. The papers deal with the causes of the divorce and discuss the political, economic and social developments in the new countries. This is the only English-language volume that presents the synoptic findings of leading Czech, Slovak, and North American scholars in the field. The authors include two former Prime Ministers of the Czech Republic and Slovakia, eight leading scholars (four Czechs and four Slovaks), and eight knowledgeable commentators from North America. The most significant new insight is that in spite of predictions by various pundits in the Western World that Czechia would flourish after the breakup and Slovakia would languish, the opposite has happened. While the Czech Republic did well in its early years, it is now languishing while Slovakia, which had a rough start, is now doing very well. Anyone interested in the history of the Czech and Slovak Republics over the last twenty years will find gratification in reading this book.

DOWNLOAD EBOOKThis clear, objective introduction to the politics of Czechoslovakia and the successor Czech and Slovak Republics provides a comprehensive analysis of Czechoslovakia in the postcommunist period. Carol Leff builds a framework for understanding the dynamics of the "triple transition": democratization, marketization, and a national transformation that has reconfigured the dynamic between state and nation. She shows how the interaction of these three transformational agendas has shaped Czechoslovakia's development, ultimately culminating in the paradoxical disintegration of a state that most of its citizens wished to preserve. The book offers a valuable case study of a country coming back to Europe, but it also provides an opportunity for analyzing the influence of communism on what had been a significant interwar European state. The book's strong comparative element will make it invaluable as well for those seeking to understand contemporary Central and Eastern Europe.
