It has been the desire, herein, to show that all the elements that constitute the State, are inter-dependent, and may, and must advance together. It has been the endeavor to take a hopeful view, and to look at things from their brighter side. The object has been to discourage the arbitrary antagonisms that exist between employers and employed. But, as will be perceived, the principal object has been a discussion of some phases of the Land Question, special reference being had to Henry George's proposition to make land common property. Given the essence, there is, perhaps, little in "Progress and Poverty" that has not previously, been advanced in some form. But the author of that work is elaborate and plausible and has generally avoided the muscular recommendations that have made Socialism disreputable.
