National secuirty strategy is a vast subject involving a daunting array of interrelated subelements woven in intricate, sometimes vague, and ever-changing patterns. Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Security policy is a key factor not only of domestic politics in the U.S., but also of foreign relations and global security. This text sets to explain the process of security policy making in the United States by looking at all the elements that shape it, from institutions and legislation to policymakers themselves and historical precedents. To understand national security policy, the book first needs to address the way national security policy makers see the world. It shows that they generally see it in realist terms where the state is a single rational actor pursuing its national interest. It then focuses on how legislative authorities enable and constrain these policy makers before looking at the organizational context in which policies are made and implemented. This means examining the legal authorities that govern how the system functions, such as the Constitution and the National Security Act of 1947, as well as the various governmental institutions whose capabilities either limit or allow execution, such as the CIA, NSA, etc. Next, the text analyzes the processes and products of national security policy making, such as reports, showing how they differ from administration to administration. Lastly, a series of case studies illustrate the challenges of implementing and developing policy. These span the post-Cold war period to the present, and include the Panama crisis, Somalia, the Balkans Haiti, the Iraq wars, and Afghanistan. By combining both the theory and process, this textbook reveals all aspects of the making of national security policy in United States from agenda setting to the successes and failures of implementation.
This book focuses on strategic theory, strategic thinking and strategy formulation. It provides theory and framework for considering and formulating all state strategy. It is an examination of theory, exploring those aspects of strategy that appear to have a universal application. With the proper environmental assessment and appraisal, it argues key strategic factors can be identified and strategy appropriately formulated in rational expression of ends, ways, and means. This book also demonstrates how to develop and clearly articulate the objectives, concepts, and resources in strategy, as well as how to avoid common errors and pitfalls in strategy formulation. It offers practical tests for determining the validity of a particular strategy and ways in which to articulate risk.
On August 24-25, 2010, the National Defense University held a conference titled “Economic Security: Neglected Dimension of National Security?” to explore the economic element of national power. This special collection of selected papers from the conference represents the view of several keynote speakers and participants in six panel discussions. It explores the complexity surrounding this subject and examines the major elements that, interacting as a system, define the economic component of national security.
In recent years there have been reports of actions purportedly taken by People's Liberation Army (PLA) units without civilian authorization, and of Chinese Communist Party (CCP) civilian leaders seeking to curry favor with the military—suggesting that a nationalistic and increasingly influential PLA is driving more assertive Chinese policies on a range of military and sovereignty issues. To many experienced PLA watchers, however, the PLA remains a "party-army" that is responsive to orders from the CCP. PLA Influence on China's National Security Policymaking seeks to assess the "real" relationship between the PLA and its civilian masters by moving beyond media and pundit speculation to mount an in-depth examination and explanation of the PLA's role in national security policymaking. After examining the structural factors that shape PLA interactions with the Party-State, the book uses case studies to explore the PLA's role in foreign policy crises. It then assesses the PLA's role in China's territorial disputes and in military interactions with civilian government and business, exploring the military's role in China's civil–military integration development strategy. The evidence reveals that today's PLA does appear to have more influence on purely military issues than in the past—but much less influence on political issues—and to be more actively engaged in policy debates on mixed civil-military issues where military equities are at stake.
The post-cold war era presented security challenges that at one level are a continuation of the cold war era; at another level, these phenomena manifested in new forms. Whether the issues of economics and trade, transfer of technologies, challenges of intervention, or humanitarian crisis, the countries of the South (previously pejoratively labelled “Third World” or “developing” countries) have continued to address these challenges within the framework of their capabilities and concerns.
