If, durin the recess of the General Convention, a vacancy should occur in the ogoe of Secreta the duties thereof shall devolve upon the Assistant Secretaries, or, if t e Assistant Secretaries shall die or resign, a Secretary shall be appointed by the Standing Committee of the Diocese in which the next General Conven tion is to meet.
