As part of the ongoing Installation Restoration Program at Beale Air Force Base, California, 24 sites of concern have been identified. During the IRP Stage 2-1 Remedial Investigation, which is the subject of this technical report, 16 of the 24 sites were investigated through sampling and analysis of environmental media. Two of the 24 sites were investigated using surface geophysics only, and 1 of the sites was the subject of records search activities only. The remaining 5 sites did not receive any IRP actions during IRP Stage 2-1. This technical report summarizes the activities accomplished and results obtained during IRP Stage 2-1 Remedial Investigation, through four quarterly rounds of water sampling. Included in this report are discussions of the IRP program origin and objectives, environmental setting of Beale AFB, field and laboratory investigation methods, results obtained, and recommendations for future IRP actions. Eleven appendices are included which present data and relevant information regarding Stage 2-1 activities.

The overall objective of the Phase II investigation is to define the magnitude, extent, direction, and rate of movement of identified contaminants in the ground water. A series of staged field investigations may be required to meet this objective. The contractor shall recommend any additional investigations required beyond this stage including an estimate of costs. The purpose of this task is to undertake a field investigation at Beale AFB Ca: (1) to determine the presence or absence of environmental contamination within the specified areas of investigation; (2) if contamination exists, to determine the potential for migration of these contaminants in the various environmental media; and (3) to identify potential environmental consequences and health risks of migrating pollutants based on applicable local, state and/or federal standards.

Fifteen sites of potential environmental concern, grouped into six waste management zones, were evaluated. A total of 22 monitor wells were installed and groundwater samples were obtained from each well. Soil samples were obtained for chemical analysis from 12 soil borings. Samples of surface water, bottom sediments and fish tissues were obtained from three ponds. All chemical analyses were accomplished in accordance with Standard USEPA analytical methods. Based on the sampling and analyses performed, levels of contamination were found in soils or groundwater at seven of the 15 sites evaluated which warrant further investigation and potential remedial actions. Recommendations were made as to appropriate follow-up site evaluation work at these seven sites. (Author).

An Installation Restoration Program (IRP) Phase II, Stage 1 investigation was conducted at USAF Plant 42 in Palmdale, California, to confirm the presence or absence of contamination at 23 sites. Contamination was suspected at the sites as a result of past spills, leaks, or waste disposal practices. A field investigation program was conducted, consisting of soil boring and sampling, groundwater sampling, and chemical analysis of environmental samples (water and soils) for suspected contaminants. No significant contaminants were found at 17 of the sites. Fuel contamination (petroleum hydrocarbons or oil & grease) was detected at 5 sites, 3 of which also had volatile organics present. Remedial action was recommended for 2 sites because of the location and amount of contaminants detected.
