DOWNLOAD EBOOKPursuant to the California Environmental Quality Act (CEQA), This Environmental Impact Report (EIR) has been prepared to address the potential environmental impacts associated with the South Coast Air Quality Management Districts's 2003 Air Quality Management Plan (AQMP). As discussed below the AQMP is the planning document that sets forth policies and measures to achieve federal and state air qulaity standards in the region. CEQA Public Resources Code Section 21000 et. seq., requires that the potential environmental impacts of proposed projects be evaluated and that feasible methods to reduce or avoid identified significant adverse environmental impact from these projects be identified. To fulfill the purpose and intent of CEQA, the South Coast Air Quality Management District (SCAQMD) has prepared this EIR to address the potential enviornmental impacts associated with the 2003 revision to the AQMP. Prior to making a decision on the 2003 AQMO, the lead agency decision makers must review and certify the EIR as providing adequate informaiton on the potential adverse environmental impacts of the AQMP.
