The Second Edition of Building Evaluation Capacity provides 89 highly structured activities which require minimal instructor preparation and encourage application-based learning of how to design and conduct evaluation studies. Ideal for use in program evaluation courses, professional development workshops, and organization stakeholder trainings, authors Hallie Preskill and Darlene Russ-Eft cover the entire process of evaluation, including: understanding what evaluation is; the politics and ethics; the influence of culture; various models, approaches and designs; data collection and analysis methods; communicating and reporting progress and findings; and building and sustaining support. Each activity includes an overview, instructional objectives, minimum and maximum number of participants, range of time required, materials needed, primary instructional method, and procedures for facilitators to help learners in the most common evaluation practices.

In the 1960s, policy and program evaluation was used to improve government programs and enhance monitoring. In the 1970s and 1980s, evaluation was redefined as a tool of accountability, via the budgetary process, to assess government performance against standards and objectives. Building Effective Evaluation Capacity draws upon three decades of experience and observation to derive prescriptive lessons. A wealth of illustrative case studies of good practice highlight the book. Rather than proposing a single model for evaluation capacity development, this comparative approach allows readers to apply the findings to their own circumstances. Building Effective Evaluation Capacity will be of interest to public policy specialists, economists, and students of government and comparative politics.

Romania is an active player in various international higher education areas, while undergoing a series of higher education reforms within its national framework. The Higher Education Evidence Based Policy Making: a necessary premise for progress in Romania project was implemented by the Executive Agency for Higher Education, Research, Development and Innovation Funding (UEFISCDI) in the timeframe February 2012 – February 2014, being co-financed by the European Social Fund through the Operational Programme “Administrative Capacity Development”. The project aimed to increase the capacity of public administration for evidence-based policy making in the field of higher education, while focusing on good practices at international level and impact assessment. With the contribution of the national and international experts, the project has generated a number of analysis and studies on the existing higher education public policies (quality assurance, internationalisation, equity, data collection, the Bologna Process, financing of higher education). Based on the results of the project, the book will reunite a number of policy research articles which would tap into the innovative aspects of the project's activities and provide a concise overview of what good practices can be drawn from the empirical research conducted in this project. The book will therefore aim to improve the information on Romanian higher education reforms, as well as on the concrete evidence-based policy proposals which could be transformed into future policy solutions in the Romanian higher education system.

Each year, organizations spend millions of dollars trying out new innovations and improvements-and millions will be wasted if they can't quickly find out what's working and what is not. The Success Case Method offers a breakthrough evaluation technique that is easier, faster, and cheaper than competing approaches, and produces compelling evidence decision-makers can actually use. Because it seeks out the best stories of how real individuals have actually used innovations, The Success Case Method can ferret out success no matter how small or infrequent. It can salvage the few ''gems'' of success from a larger initiative that is not doing well or find out how to make a partially successful effort even more successful. The practical methods and tools in this book can help those who initiate and foster change, including leaders, executives, managers, consultants, training directors, and anyone else who is trying to make things work better in organizations get the greatest returns for their investments.

The perspective that informs this important book is that every evaluation of a capacity development effort should itself contribute to the capacity development effort and ultimately to the organization’s performance. This is a revolutionary idea in evaluation. With the idea have come the questions: Can it be done? And, if it is done, what will be the consequences? This book elucidates and deepens the idea, shows it can be done, and examines the consequences, both intended and unintended, of engaging in capacity development evaluation

You′re about to start your first evaluation project. Where do you begin? Or you′re a practicing evaluator faced with a challenging situation. How do you proceed? How do you handle the interactive components and processes inherent in evaluation practice? Use Interactive Evaluation Practice to bridge the gap between the theory of evaluation and its practice. Taking an applied approach, this book provides readers with specific interactive skills needed in different evaluation settings and contexts. The authors illustrate multiple options for developing skills and choosing strategies, systematically highlighting the evaluator′s three roles as decision maker, actor, and reflective practitioner. Case studies and interactive examples stimulate thinking about how to apply interactive skills across a variety of evaluation situations. "From beginning to end, this book is an indispensable resource for those responsible for the evaluation process. In essence, here′s a chance to learn from masters about acquiring mastery. What could be more useful?" Michael Quinn Patton, Author of Utilization-Focused Evaluation "At long last, a book that explicitly addresses the importance of interpersonal dynamics in evaluation practice!" Hallie Preskill, Executive Director, Strategic Learning and Evaluation Center, FSG "As an evaluator who frequently interacts with a variety of stakeholders and who provides graduate-level evaluation training, I find Interactive Evaluation Practice to be an exceptional addition to the evaluation literature and a useful guide to interacting with various stakeholder groups." An effective state is essential to achieving socio-economic and sustainable development. With the advent of globalization, there are growing pressures on governments and organizations around the world to be more responsive to the demands of internal and external stakeholders for good governance, accountability and transparency, greater development effectiveness, and delivery of tangible results. Governments, parliaments, citizens, the private sector, NGOs, civil society, international organizations and donors are among the stakeholders interested in better performance. As demands for greater accountability and real results have increased, there is an attendant need for enhanced results-based monitoring and evaluation of policies, programs, and projects. This Handbook provides a comprehensive ten-step model that will help guide development practitioners through the process of designing and building a results-based monitoring and evaluation system. These steps begin with a OC Readiness AssessmentOCO and take the practitioner through the design, management, and importantly, the sustainability of such systems. The Handbook describes each step in detail, the tasks needed to complete each one, and the tools available to help along the way."
