Excerpt from Proceedings of the Fifteenth Annual Convention: Held at Portland, Maine, July 14-16, 1903 The attention of your committee has been called to the difficulty which at present exists in securing from the reports of the various railroad commissions a clear and satisfactory understanding of the number and character of complaints submitted and of the manner in which these complaints are finally adjusted. This difficulty was considered by your committee at its meeting held on April 3 in Chicago, and the opinion was unanimous that the usefulness of these reports would be greatly increased Should all railroad commissioners follow a uniform method in reporting cases and complaints. Mr. Kilpatrick, secretary of the railroad and warehouse commission of Illinois, and Mr. Lewis, secretary of the Iowa board of railroad commissioners, were appointed as a subcommittee to devise some appropriate plan of report. This plan was submitted at a second meeting of your committee held in Chicago on June 5, and after considerable discussion was adopted in the form herewith presented.
