It may be answered with perfect truth, that society cannot use it without its being abused by some individuals. Individuals, perhaps the majority of the persons constituting a community, may use it temper ately but there will be others, wherever it is used, who will use it to excess. It is a necessary consequence of its introduction at all, and the temperate and prudent must be willing to make the sacrifice of banishing it for the sake of their weaker brethren.
