Excerpt from A Digest of the New Education Bill Before the year 1833 the State took no cognisance Of Elementary Education. The matter was left entirely to the action of private individuals, or of societies or associations voluntarily established for its promotion. There was no legal assertion or legal enactment that it was the duty of parents to send their children to school, and no penalties existed if parents neglected their interests or their duties in this vital subject. Early in the present century the British and Foreign School Society and the National Society for Promoting the Education of the Poor in the Principles of the Church of England came into existence for the purpose of providing elementary schools for the children of the industrial classes. Their funds were obtained by the voluntary offer ings of persons who believed that the education, religious and secular, of the poor was of vital importance to the State. By their efforts large sums 'of money were annually collected and spent in erecting and maintaining schools. In 1833 the Treasury was empowered by Parliament to distribute the sum of amongst these two societies towards the establishment of schools, and this sum was yearly voted until the formation of the Committee of Council in 1839. Excerpt from Digest of Public School Laws, 1896 This chapter is to be considered a continuation of that 9 on the educational pro visions of the constitutions of the States appearing in the last report. Matters there appearing as broadly blocked out by the electors are here collected under certain pedagogical heads as elaborated by the several legislatures and published throughout the extent of some pages, each State arranging and classifying its laws to suit its own convenience. The method of treating each State uni formly employed in this digest not only concentrates the facts, but at the same time, in a measure, indexes them. In the next report, in addition to the inevi table annual revision, it is hoped to lay the final chapter of this series before the pu blic. In considering the general character of the school laws of the States, one is im pressed that there is a certain apparent if not real distinction between the varying emphasis that has been placed on the same subj ect. In the manufacturing East, northeast of Pennsylvania at least, there has lately been developed an intense desire to operate effectively upon the parent to cause him to educate his child; in other words, to cause him to avail himself for the good of the child of the advan tages ofiered by the public schools at least for a short period during the year. In the South the preoccupation seems to have been to provide competent teachers, while in the West there has been a tendency to regulate the politico-educational machinery. Excerpt from The Education Bill, and Its Probable Effects on the Schools, the Scholars, and the School-Teachers One of the two main objects of the present Bill is to cover the country with Local Education Authorities. When the present Government came into office in 1895 both the question of the Central State Executive for Education and the question of the Local Control were in a very faulty state. With a zeal born of youthful vigour the Government tried in 1896 to tackle both these problems in one Bill. The attempt proved abortive; the Govern ment had, as the Americans say, bitten off more than they could chew. They straightway resolved to deal with the two questions separately and in 1899 passed a good Bill, the Board of Education Bill, which unified and consolidated the several separate and independent departments of State for the various grades of' education. So far so good. Now comes the very delicate and thorny problem of overhauling the Local Authority phase of the question. Here you are face to face with vested interests and administrative jealousies and prejudices of a very pronounced character. And here the task of reform is one of the gravest. Difficulty.
